    Default Login page modification and license

    I would like to change login page for something like on attachment in Open Source version. Can I do this? If I can what is the simplest way to do it in all skins?

    In some skins like carbon there are uncomment lines in third section (where is something about commercial). Can I use this skin in Open Source?
