Default Postfix anvil rate time limit not working ? Zimbra

i did this to limit number of mail per email within a time frame

    postconf -e 'smtpd_recipient_limit = 200'
    postconf -e 'smtpd_recipient_overshoot_limit = 200'
    postconf -e 'smtpd_client_recipient_rate_limit = 200'
    postconf -e 'anvil_rate_time_unit = 600s'
    postfix reload

What i want to achieve is a user can send to 200 address per email within 10 minutes. But seems like this is not working because one of our user account were hacked and the hacker were able to more than 200 even more than 400 if 'overshoot' is taken into account.

Then i tried this setting to test

    postconf -e 'smtpd_recipient_limit = 2'
    postconf -e 'smtpd_recipient_overshoot_limit = 2'
    postconf -e 'smtpd_client_recipient_rate_limit = 2'
    postconf -e 'anvil_rate_time_unit = 600s'
    postfix reload

i found out that i were able to send to 2 recipient in an email more 4 times within 600s or 10minutes. And seems like 'anvil_rate_time_unit' is not working.

Am i left out some setting or is this a bug. Please advise.
