What Zimbra Version are you using?

On latest 8.0.5, you can login to Admin Console and go to "Home - Configure - Global Settings - Attachments" and remove .scv file from the block attachment list.

You can also use following attribute to serve your purpose.

    zimbra@zcs147:~$ zmprov desc -a zimbraMtaCommonBlockedExtension

    zimbraMtaCommonBlockedExtension
