Zimbra Mobile is available for both the Network Standard Edition and Network Professional Edition, but there is an additional charge for it in both cases. We will make sure that is clarified in the web page that compares product editions.

One thing you can do is create regular accounts, call them resource accounts, and delegate their calendars to someone internally that manages resources. The resource manager can then manage resource requests from within the resource's calendar and mark accept/tentative/decline. Meeting organizer...
