Resurrecting an old thread, as I myself look for the knob:
All attachments are MIME encoded, generally using base64 encoding; that's going to expand the size of the attachment by 4/3, meaning that in a 10MB maximum, you can only have 3/4 of that, or 7.5MB, minus the size of the headers.
