I'm finding it hard such a big company like VMware ignore such a simple feature like adding more admins. What if something happens with that account, I'm SOL?

Hello,
I cant seem to locate where I can create more Administrator users?(Same level as the user "vmware). How is this done?
Our helpdesk needs access to create accounts, reset passwords,etc and we generally like to create a user for each agent....
