How to prevent users from deleting from trash?

Is there a way to prevent users from deleting anything from the "trash" folder? Or, what is the best mechanism to keep users from being able to truely delete their e-mail from the server - I want administrators to be the only user that can completely delete an e-mail.

Is there some mechanism that times out sessions? After several days of trouble shooting with the user, it finally became clear that she is getting this error after the browser has been idle for :30-:40 minutes and then she tries to create a new e-mail or calendar item. I only have one user for now. I can't roll out to others for test until I can get this one user running... We are stuck in a "holding pattern" because I can't get past this issue...
