Is your external LDAP server Microsoft Active Directory?

AD accepts old passwords for one hour by default. Really. It's in the MS KB.

    Other servers might behave similarly.

    No its an openldap server.
I have tried to reboot the zimbra but it stills has the old password.
And it was 2 weeks now when i changed password.

Are you sure your domain is setup for external authentication (and not with external passwords imported in ZCS when account were created)?
