Cannot create new account

I can create a new account in the admin ui or cli, but I cannot access the mailbox. I get this error: Message: system failure: createMailboxDatabase(37) Error code: service.FAILURE Details:soap:Receiver. I recently had to recover the database on the server. I an not sure it the issues are related or not.
