Zimbra antispam seems not work efficiently

Hello
we have zimbra 8.6 network edition.. we recieve alot of spams daily ... antisam/antivirus configuration as her:

antispam_enable_rule_updates=true
antispam_enable_restarts=true

the AV/AS setting as:
Kill percent:50
Tag percent:11
We were added many RBL many like :
