Fresh install 8.8.15 and DoSFilter

I have fresh install of Zimbra Open Source 8.8.15. Does the DoSFilter Throttling Mechanism is enabled by default? I will have couple of clients with many connections to smtp (newsletters, etc.). Should I add IPs of this clients to DoSFilter Whitelist or not necessary?
