Zimlets missing in some accounts

Hello Everybody,
I would like you to ask you to help me out with a following problem:
When I deploy a new Zimlet, there is one particular account where this zimlet does not get added. All other users can see it except of this one. This account can see and use zimlets whose have been installed before this account has been created.
Now, Can I somehow reatach zimlets to this account?
(This account has been manually created and afterwards all emails have been imported from a 6.x Zimbra version export. )
I am currently running on 7.1.3.

Did you check that the user is set to use COS settings for the zimlets ?
-Open admin console

-Open user

-Open tab zimlet

-Check that the option "Use COS settings" is selected.

This is almost all some sort of COS issue. I suspect that the user might be in a non-default group. It's also possible that this user has override settings.
